“Along with all our partners, the West Yorkshire Integrated Care System (ICS) and the West Yorkshire Association of Acute Trusts (WYAAT), we confirm our unwavering support for the plans and call on the Government to approve and accelerate the programme.”

Initially confirmed in 2019 as part of the Government’s New Hospitals Programme, the Hospitals of the Future project is currently hindered by national delays.
Accelerated government approval and funding for the project in this month’s budget are essential to avoid an estimated £300 million in costs associated with the ongoing delays of the Leeds scheme. The Leeds project is among the furthest along in the country, with preparatory groundwork already completed for clearing the construction site and securing Outline Planning Consent.
Moreover, the site has been designated as an Investment Zone, integral to the West Yorkshire Digital Health Investment Zone. The program is crucial for releasing land and properties to establish the Leeds Innovation Village, which is expected to generate thousands of jobs, new homes, and £13 billion in economic benefits.
The Executive Board of Leeds City Council is set to convene on Wednesday, 16 October, to deliberate on several key recommendations:
- Acknowledge the strategic significance for Leeds of replacing the existing facilities at Leeds General Infirmary with new, state-of-the-art buildings and equipment, and recognize the progress achieved thus far by the Leeds Teaching Hospital Trust (LTHT) and partners of the Leeds Innovation Partnership, which includes the Council, University of Leeds, and Leeds Beckett University.
- Note that the new hospital program is expected to enhance the health care of both children and adults, revitalize the current and surrounding site, and foster innovation and research throughout Leeds.
- The Executive Board is urged to endorse the appeal to the Government to approve and expedite the new hospital program in Leeds, highlighting its importance as a vital regional health infrastructure.
- In light of the Treasury’s review of the new hospitals program, the Executive Board is requesting that officers submit a report to the Treasury articulating the necessity of modernized hospital facilities in Leeds. The Leader and the Executive Member for Equality, Health, and Wellbeing are seeking bipartisan support for a letter backing the Council’s submission.
